EU anti-dumping moves against China too little, too late, critics say
Sander Tordoir, chief economist at the Centre for European Reform, criticized the EU's case-by-case trade defenses as being "too slow and too piecemeal."
"The EU is effectively building a leaky Swiss cheese of trade defenses," he said.
...Tordoir said it would be more effective for the EU to develop a U.S.-style Section 301-type tool to respond to economy-wide imbalances with targeted tariffs in strategic sectors such as autos, machinery and clean tech, rather than litigating each case.
However, the ability for the European Commission to deploy more aggressive tools would depend on consensus among member states.
