James Green

EU technology, innovation and economic policy.
James Green is a research fellow at the Centre for European Reform, where he works on EU technology, innovation, and economic policy.
Before joining the CER, James worked in the US Congress as a legislative advisor for Congresswoman Teresa Leger Fernandez (D-NM), leading her work on technology, science, economic development, trade, defence and foreign policy, among other issues. While on Capitol Hill, he advised her on major US legislation, including the Inflation Reduction Act, Bipartisan Infrastructure Law, CHIPS and Science Act, and annual defence and spending bills. Prior to that, he worked for the US House of Representatives Committee on Science, Space, and Technology, where he supported the passage of the Energy Act of 2020 and led the Committee's efforts on solar and wind energy and certain technology loan programs. James was also a public policy fellow with the US Department of Energy's Office of Technology Transitions.
James holds an MA in European Politics and Society from Leiden University, Charles University, and Universitat Pompeu Fabra, where he was an Erasmus Mundus Scholarship Awardee, and holds a BA in Public Policy and Environmental Sciences from the University of Virginia.
